About this Position The Vice President, Mortgage Compliance (Mortgage Chief Compliance Officer), is responsible for overseeing, managing, updating and maintaining the company's compliance management procedures, testing and overall protocols. Primerica Mortgage is a compliance oriented rapidly scaling business and the successful candidate must be comfortable managing growth and with a hands-on approach. This position is responsible for reviewing and evaluating the compliance processes and procedures of the company in an independent manner, collaborating with the company's executives and driving change. The Mortgage Chief Compliance Officer must be able to build strong relationships with all levels of the company and interface with internal and external contacts in a professional manner. Interactions will include state mortgage regulators, agencies, vendors, employees, and internal departments to fulfill requests and obligations.
The estimated range for this position is 150k-170k.
Responsibilities & Qualifications Essential Duties & Responsibilities: Provides leadership, direction, and integration of compliance activities to fulfill the needs of the Mortgage Division and ensure adherence to applicable state and federal regulations. Participates in the formulation of strategic compliance planning in support of the Mortgage Division and Primerica's vision, mission and values. Directs integrated implementation and evaluation of compliance initiatives and ongoing activities. Interfaces with senior leaders and government agency officials in the representation and development of various strategic compliance programs, policies, services and initiatives. Serves as chief representative and advocate for excellence in compliance functions. Excellent judgment will be required to ensure Primerica Mortgage is effectively adhering to established regulations and guidelines.
- Provides assistance, leadership and guidance on strategic compliance monitoring systems and initiatives to applicable Mortgage Operations and Legal teams.
- Participates and leads Primerica Mortgage, LLC's compliance planning process, to include short- and long- term strategic plan development, review, approval, implementation, and evaluation.
- Provides expert guidance, collaboration, and support to the implementation process for key compliance strategies, initiatives, and action plans.
- Drafts policies and procedures to address federal and state regulatory requirements and how Primerica Mortgage, LLC complies with applicable laws and policies
- Participates in the development and implementation of policies and procedures related to the various compliance areas of oversight in alignment with state and federal laws and regulations.
- Plans, develops, monitors, revises and implements compliance initiatives in response to changes in the law; consults with various representatives, both internal and external, as necessary, to ensure program effectiveness.
- Surveils required regulatory filings, including the quarterly and annual Mortgage Call Reports, state reports, and financial statements, with the assistance of Primerica Legal staff.
- Manages and coordinate regulatory examinations. This includes, but is not limited to exam scheduling, preparation, information procurement for examiners.
- Acts as AML Compliance Officer for Primerica Mortgage to ensure Primerica's enterprise AML policy is tailored to meet the specific requirements applicable to the mortgage business and is working as designed.
- Participates and collaborates in the establishment and/or development of compliance educational and training programs for corporate and production field team members.

Education and/or Work Experience Requirements: - Bachelor's degree with commensurate work experience, Master's degree in business or Juris Doctor degree preferred.
- Minimum of 5 years of increasing responsibility with significant oversight responsibility within a mortgage compliance or quality control department of a financial institution or mortgage company.
- 10 years of experience directly related to the duties and responsibilities stated above is preferred.
- Familiarity with state licensing requirements.
- Recent mortgage compliance experience operating in mortgage production or lending environment.
- Must have a hands-on working knowledge of Dodd/Frank, RESPA, TILA, Regulations X and Z, FCRA, Fair Lending, and other federal and state regulatory requirements.
- Familiarity with the requirements of FNMA, FHLMC, GNMA, FHA, and VA program requirements.
